Liz became a freelance consultant in 2007 in order to focus her work on support and development for established Tenant Management Organisations. Some of her recent and current projects involve renegotiating management agreements and allowances for a number of TMO’s in various boroughs. She has also renegotiated health checks, training for TMO boards and local authority staff and has worked with several TMO’s to develop their business plans. She also delivers training for developing and establishing TMO’s frequently on behalf of the National Federation of TMO’s (NFTMO) and In the Driving Seat (London consortium of local authorities) and is a qualified PTLLS trainer. She has also written two publications on behalf of the NFTMO: a Good Practice Guide on Calculating TMO Allowances and a Review of TMO’s and Allocations. Liz is a Government Approved Assessor of developing TMO’s under the 2012 Housing (Right to Manage) Regulations and has carried out numerous TMO assessments in London and other cities.
Prior to 2007 Liz worked as a Senior Consultant for a housing consultancy, and has managed a number of projects including several TMO developments in various London boroughs. She also managed a Best Value review of six TMOs in London, renegotiating TMO Management Agreements. She has been an Independent Tenant Advisor on developing ALMOs and has also worked on a PFI scheme, reviewing resident participation strategies for local authorities. She has provided training for TMO committees, local authority residents and housing staff as well as providing ITA services on stock options appraisals. Liz has extensive knowledge of tenant management in all of its forms: as a tenant taking part in the process and as a local government officer setting up TMOs and supporting them. She has worked as a consultant developing TMOs and providing ongoing support and training.
Liz also worked for two inner London Housing Authorities over a number of years developing their strategic consultation and participation role. She also assisted them in setting up effective participation structures including a number of Tenant Management Organisations. She has worked for a Berkshire Authority in a Strategy and Commissioning environment where she developed with residents the first Tenant Compact. There she project managed a strategic housing review and ensured residents played an effective part in the Town Centre regeneration.
